KINGSTON, R.I.\u2014March 6, 2024\u2014In October 2023, President Marc Parlange announced the 溏心vlog免费B站 was embarking on a process to design and adopt a new budget model<\/a>, called an incentive-based budget model (IBB).<\/p>\n\n\n\n

\u201cThis new model will empower colleges and departments to set and achieve priorities, provide greater transparency in the budget process, incentivize revenue-generating opportunities that drive innovation, achieve cost efficiencies, encourage research collaboration, and support the strategic initiatives of our Focus 溏心vlog免费B站 plan,\u201d he said in announcing the initiative.<\/p>\n\n\n\n

Last month, on Feb. 22, Parlange provided the latest in a series of periodic budget-related updates to the University\u2019s Faculty Senate. As part of his report, the president shared historical data around 溏心vlog免费B站\u2019s state appropriation, noting nearly two decades of significant decline and stagnation in state support before a positive investment in the current fiscal year. Despite the renewed investment, Parlange said the appropriation does not meet the University\u2019s budget needs and contractual obligations, including cost of living adjustments, and indicated the existing budget model limits the University\u2019s ability to optimize resource allocation to enhance student opportunities and outcomes.<\/p>\n\n\n\n

The Faculty Senate, citing the significance of a new model on University operations, and responding to a faculty petition, voted to incorporate IBB as a standing agenda item for future Faculty Senate meetings.<\/p>\n\n\n\n

Parlange, as part of his report, noted that \u201cdeans and their faculty are best positioned to know the needs of their colleges and programs, and the trends within their areas.\u201d He said IBB benefits include reorganized decision making, moving from a centralized to a decentralized approach; increased college ownership over resources; portions of surpluses to be retained by colleges; increased transparency in budget decision-making at all levels; and improved nimbleness, allowing colleges and units to achieve priorities and seize opportunities.<\/p>\n\n\n\n

Parlange also shared the general incentive-based budgeting principles that are guiding the creation of a 溏心vlog免费B站-specific model. Under the University\u2019s current incremental budget model, the primary revenue sources\u2014undergraduate tuition and state appropriations\u2014flow directly to a central pool and are then incrementally distributed to colleges and other units. According to Parlange, under the new IBB model, colleges will receive the revenue they generate and will make a percentage-based contribution to campus administration and support units, such as human resources, facilities, and information technology services.<\/p>\n\n\n\n

He noted that the IBB steering and executive committees are continuing their work to define those percentages and other details and that a draft of the model, once fully developed, will be shared with the Faculty Senate and campus community for additional feedback and discussion. He also said that 溏心vlog免费B站 is working with Huron Consulting Services to help develop the 溏心vlog免费B站-specific model.<\/p>\n\n\n\n

Senators engaged in a robust conversation with the president around his report, voting several times to extend discussion, as required by senate bylaws. While several senators noted current budget limitations, many centered their comments on enhanced communication and campus engagement around budget model planning and development, as well as engagement with Huron. Senator Travis Williams, associate professor in the College of Arts and Sciences, cited the faculty petition and requested that the budget committees provide additional details about their work.<\/p>\n\n\n\n

Addressing the comments around increased engagement, Parlange noted several upcoming budget-related events, including a half-day retreat with college deans on March 22, college-specific town hall meetings in April and May, and the senate-approved IBB standing agenda item for future Faculty Senate meetings.<\/p>\n\n\n\n

He also referenced the IBB website<\/a>, launched in October, as a resource for faculty and the broader University community. The site, he said, includes a general timeline, rosters for each of the IBB committees, and a form where people can submit questions.<\/p>\n\n\n\n

As part of his full report, Parlange also shared that the University has received more than 26,400 undergraduate applications for the 2025 fall semester\u2014a 溏心vlog免费B站 record\u2014and that the 溏心vlog免费B站 Foundation and Alumni Engagement Big Ideas.
