He was originally scheduled to speak Feb. 25, but his talk had to be rescheduled because of a winter storm. <\/p>\n<p>&#13;<br \/>\n\tTobias\u2019 presentation, \u201cLocks, Safes, Polygraph\u201d will be held from 3:30 to 5 p.m., in Room 124 of Pastore Hall on the Kingston Campus. The lecture is free and open to the public. <\/p>\n<p>&#13;<br \/>\n\tTobias received an undergraduate degree in law enforcement and his law degree from Creighton Law School in 1973. He was chief of the Organized Crime Unit, Office of Attorney General, in South Dakota for several years. <\/p>\n<p>&#13;<br \/>\n\tHe has also consulted around the world with government agencies regarding surreptitious entry, surveillance, interrogation, and polygraph, including a two-week course with the internal Security Ministry in Russia, and a week in Bulgaria.<\/p>\n<p>&#13;<br \/>\n\tTobias is the author of five police textbooks including Locks, Safes, and Security: an International Police Reference. He holds several U.S. and foreign patents and is a member of a number of professional organizations, including the American Society for Industrial Security, American Academy of Forensic Scientists, and Association of Firearms and Toolmarks Examiners.
