At the time, there were no parent support groups, so in June of 1982, Lowe founded the Down Syndrome Society of Rhode Island, Inc. She served as president for three years in the early 1990s. In 1995, Lowe received the society\u2019s annual award for outstanding work in the field of Down syndrome. She became coordinator of the organization in March 1998.
