On May 29, the White House Office of Management and Budget (OMB) released a to revise the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, commonly known as the Uniform Guidance (2 C.F.R. Part 200). The Uniform Guidance establishes the framework governing federal grants and other awards, including research funding, and sets requirements for how awards are issued, administered, monitored, and terminated.
The Association of Public and Land-grant Universities has prepared聽. The American Council on Education also has outlined .
We recognize that these proposed changes may have far-reaching implications for research universities and scientific collaboration, and we share the concerns expressed by many members of our community.

University leaders are working with government relations and research administration staff to understand and document how the proposed changes could affect our institution and our research mission. We will be submitting comments on behalf of 溏心vlog免费B站. We are also engaging with national higher education organizations, peer institutions, and Rhode Island鈥檚 congressional delegation to ensure that the perspectives of the research and higher education communities are represented in ongoing discussions.
At the same time, several professional organizations and scholarly societies are encouraging their members to submit individual comments during the public comment period. Federal agencies rely on stakeholder input when evaluating proposed regulations and are required to respond to public comments as part of the rulemaking process.
Comments from active researchers can be especially influential because they provide firsthand perspectives on how proposed changes may affect research activities, students, laboratories, and scientific progress. If you choose to submit a comment, please make clear that you are speaking in your individual capacity and not on behalf of the University. I submit these comments in my individual capacity based on my expertise and experience; they do not represent the position of the University.鈥�
The current public comment period closes on July 13, although the Council on Governmental Relations (COGR) and other organizations have requested a 90-day extension.
